Carl Ringgold

Vice President of Diversity & Workforce

Carl Ringgold is the Assistant Vice President for Funding and Financing Strategy at WSP, where he advises clients on infrastructure funding strategy, federal credit programs, and project financing across the capital lifecycle.

Before joining WSP, Carl served as the Regional Infrastructure Accelerator (RIA) Program Manager at U.S. DOT’s Build America Bureau, where he assisted various entities in developing improved infrastructure priorities and financing strategies for the accelerated development of projects. Earlier, he was a Program Manager in the Federal Transit Administration’s Office of Program Management, where he managed three of FTA’s national technical assistance centers: the National Center for Mobility Management (NCMM), the National Association of Area Agencies on Aging (N4A), and the National Rural Transit Assistance Program (National RTAP).

He earned his bachelor’s degree in statistics from Morehouse College, hails from Baltimore, MD, and currently lives in Washington, D.C.
